Reel 1 shows the Gatun Locks, tugs in Gatun Lake, aerial views of Culebra Cut and jungle areas, and a freighter passing through locks. Reel 2, dams are opened and water rushes through. Locks are filled and emptied. The freighter City of Lordsburg passes through. Natives hack through jungle vegetation, dam creeks, and spray marshes with oil. Engineers test stagnant pools. Shows native settlements in Panama City. A navy tug passes through Miraflores Locks.
