Is Pierre Poilievre SCARED to talk about social issues?

Conservative politicians don't seem to want to talk to much about social issues. This is likely because socially, Canada is a very Liberal country, and Poilievre doesn't want to push people back to the Liberal party. It is a good idea to keep the topic on the potential financial ruin of this Country as a lot of Canadians are worried about. We do need a someone however, who will have a look at bills like c-21, which infringes on our free speech rights, but Poilievre seems to only be talking about Bill c-11. Is he scared to over turn that bill because certain Canadians will be upset?
