WEATHER WARFARE: Hiding Behind Science??

We observe striped cloud formations in the sky on an increasingly regular basis. Almost daily it seems at times. Of course we are told weather modification is just conspiracy theory and it simply doesn't happen. There is even a scientific explanation for this phenomenon which I agree would happen under certain conditions but it does not explain what we are seeing. Or is it? You be the judge.
