Who is Withholding the Revealing of the Man of Sin?

Scofield says that the Holy Spirit is the restrainer of 2 Thessalonians 2. Does the Scripture give any evidence that the Holy Spirit is going to be removed from the world. Paul actually gives us some clues of who he is talking about and it isn't the Holy Spirit.
