Are they doing this on purpose?

New York is now going to pay $1.8 billion dollars to blacks and Hispanics and failed a teaching examination. With the top payout being over $2 million dollars, and at least ten other New Yorkers getting nearly the same. NYC will likely see more lawsuits just like this, which will doom the state of NY.
