AMC crime report for 7/21 less than 2,000,000 shares available to short yet over 13,000,000 shorted

How can the SEC look at these AMC numbers and not initiate an investigation? In any other industry these types of discrepancies would warrant a full scale investigation but in the US stock market it’s business as usual as long as the people being robbed are retail investors and pension funds
