SEC cares about Kevin Barnes AMC shareholder meeting rules but not threshold list rules Why is that?

Everyday the SEC shows me they are not here to protect retail investors or the Market SEC not a party to the Kevin Barnes lawsuit but they want to talk about rules Since when has the SEC cared about enforcing any rules Why don’t they start with the threshold list rules? Why don’t they look at the naked shorting rules?
