Does This $18 USB Solar Panel Still Work in the Winter?

It's the northern US, it's December, and the sun isn't exactly high in the sky. What a great time to test how many watts this 6 watt solar panel that I tested on the channel last summer can provide in these conditions. It's definitely very sunny out but absolutely frigid. Will the sun provide any power at this latitude? Let's test it!
