As shown in the Poast leaks, Mr. Vickers' self-admitted end-goal is to drain both himself and Ralph of enough money that Ralph eventually gives up on his son. Vickers makes Ralph a "deal" and, for reasons unknowns, fantasizes an elaborate ploy to serve Ralph at the visitation center.
