The commandments, statutes and judgments are to be given to the people for when they enter the land. Why then? Because the Land is the one of the intricate blessings of the covenant between Elohim and His people. Their Covenant states that they will obey everything He commands. For this, He will be their Elohim and they will be His people and they will inherit the finest land in the world.

The Land is indelibly tied to Torah. But Torah is not indelibly tied to just the land (Ecclesiastes 12:13-14, Psalm 112:1-6).
