Ukrainian comedy about the sponsors of it's government not providing it with "enough" weapons

Of course that is a Ukrainian pro NATO and anti Russia humor. The idea is, that the sponsors of the government in Kiev have the duty (in their minds, which is, the minds of those in the government in Kiev, and the minds of their sponsors) to provide it with weapons, so maybe they would somehow be able to put up a fight against Russia, Russian militias, Chechnya, Donbass etc.
