Why is it they use human rights for foreigners but not us being killed or tortured?

When the state police torture or murder us which is against our constitutional rights and human rights its fine by the courts. But we must not allow others countries do it to foreigners? If other 3rd world countries are even suspected of ill treatment of their citizens with no ID or proof we will allow them to stay here.
