E.T's or Bad Guys With Jet Packs in Peru?

The Ikitu tribe in Peru has been reporting ongoing conflict with 7-ft. tall E.T.'s for a couple of weeks. Are they? The official explanation is that they have been fighting with illegal gold miners who are using jet packs. Others speculate that they are dealing with military types (again, with jet packs) who are on maneuvers and want the villagers to stay locked down and not observe their activity. The Universe was asked what the answer was for this very specific case, because Peru DOES have lots of E.T. situations, history, etc.
