Are The Oceans Really Filling Up With Plastic?

We have been told for years that soon there will be more plastic in the oceans than fish. Eight to ten million metric tons of plastic wash into the oceans every year according to conventional wisdom. Is that true? Where did that figure come from? Looks like it was always grossly inflated.
