Maui Fire reminiscent to Paradise

I visited to the FEMA Camp, to see if I could offer help to the supposed many victims, but there were none except one, who I was not permitted to interview, before being escorted out by security. Also, notice the man with the cowboy hat.. he approaches me and says, "So you're one of them." What did he mean? Was he a Federal agent?
