Does The 14th Amendment Outlaw Abortion?

Josh Hammer of Newsweek has been a passionate pro-lifer for his entire life, and believes there are grounds to outright federally abolish abortion. The 14th amendment stipulates that the state cannot infringe on a citizen's right to life, liberty, and property. If we're to consider the unborn as protected citizens of the country, a case reviewed by the Supreme Court could completely change the law of the land.
