In 1997 Biden Understood the Dangers of NATO Expanding and What Russia's Response Would Be

Joe Biden warns that if the Baltic states, including Estonia, Latvia and Lithuania, were to join NATO, it would result in hostility from Russia. He knew that discussion of Ukraine's entrance into NATO would cause grave issues with Russia.

"I think the one place where the greatest consternation will be caused in the short term, for admission, having nothing to do with the merit and preparedness of the countries come in, would be to admit the Baltic states now in terms of NATO-Russian US- Russian relations. And if there was ever anything it was going to tip the balance were to be tipped in terms of a vigorous and hostile reaction, I don't mean military, in Russian, it would be that." ~ Senator Joe Biden
