How Xi Jinping obtained control of the PLA through the military reform

After Xi Jinping became the leader of the Chinese Communist Party and assumed the chairmanship of the Central Military Commission in 2012, he set an ambitious goal: invade Taiwan and make it part of the People's Republic of China under the CCP's rule. However, as he set out to carry out the mission, he discovered that as the Chinese leader, he was powerless to command the PLA, and the Chinese military was incapable of war. So, he started China’s military reform. How did Xi Jinping reassume control of the PLA with his military reform?
