FOP responds to recent surge in crime

Baltimore City has seen a record number of homicides in the first six months of 2017. In response, Police Commissioner Kevin Davis canceled leave and placed officers on 12-hour shifts over the weekend. The Baltimore City Fraternal Order of Police said the commissioner's solution was "merely a stopgap measure and not a long term plan of action."
