Matthew 5:48 - Perfect Righteousness

Jesus here makes a statement that is often misinterpreted or confusing to those who know Him through the Word. Is Jesus saying we are to achieve sinless perfection, is He teaching we are saved by works, or partially by works? What does He mean by calling us to perfection, and how does this apply both to the unbeliever and the believer?
