The End of the Universe?

When the Bible describes the elements melting with fervent heat and a new heaven and earth being created, is this speaking of the entire cosmos being destroyed and renewed, including all the stars, solar systems and galaxies or is God's judgment localized to our planet and surrounding atmosphere?
