SS190 scores high because of it's ability to penetrate virtually almost all soft armor and IIIA helmets, but it's still limited on overall penetration depths of 9-11" in gel. The same with SS198LF. It has rifle like velocities, but it's penetration depths are 7-9" MAX in gel and that alone drops it on my list.
