David Millette, 27, dies after "altercation"

Tyrell Jarue Moore, 23, was charged with murder.

News reports referred to the incident as an "altercation" rather than an assault or attack. Cbs17.com referred to the tragic event as "a disturbance."

That tactic may be used to create a no-fault delusion, giving the false impression that the victim was as culpable as the perpetrator.

"Given past incidents of killing and violence on the same street," the report said, "Raleigh Mayor Mary-Ann Baldwin said safety was their first priority."

Baldwin pointed to increased parking fines "for those parking in some neighborhoods who don't live there" as a solution.

In typical fashion, authorities refuse to address the underlying problem that permeates America's urban jungles: The urban savages who live there. But Mayor Baldwin seemed to pin the blame on patrons who visit the community and infuse local businesses with cash. "[W]hen you have those kinds of crowds it tends to attract crime,” she added.

In short, it appears the mayor is blaming victims rather than perpetrators. It's akin to blaming banks for bank robberies. Just as banks attract banker robbers, visitors from the suburbs attract urban-savage attacks.
