Praying Scripture Back to God - Nehemiah 4

When the Judahites were in trouble in Jerusalem, Nehemiah prayed to God. But he didn't just pray, he prayed Scripture back to God. Why did he do this? God wrote the Bible, surely He knows exactly what it says! So why did Nehemiah and so many others, including Jesus, pray Scripture back to God; and what relevance does that have for us?
