A person is qualified to be issued a permit-to-purchase
under this section if the person Is not prohibited from
purchasing or acquiring a firearm under state or fed law,

successfully completing a criminal back ground check

the department shall report the results, including the outcome of
the fingerprint-based criminal background check, to the permit
agent Upon completion of the criminal background check &
determination of whether the permit applicant is qualified or
disqualified from purchasing or otherwise acquiring a firearm

The permit agent shall request a criminal background check,
including but not limited to
be through an FBI fingerprint identification
& the Federal Bureau of Investigation shall return the finger
print cards & may not keep any record of the fingerprints

Does the FBI provide arrest records at the request of private citizens?
Yes. You can obtain a copy of your own ”Identification Record”
criminal history record or a "rap sheet" by submitting proof of identity
& $18 processing fee credit card or by money order or cashiers check
payable to the U.S. Treasury & your a written request to the FBI's
Criminal Justice Information Services Division BUT you can't
request someone else’s records from the FBI
