CoinOps XInput dll error fix.

If you are trying coinops and you keep getting the XInput1_4 dll error here is the fix for that error. I am using windows 7 but this should work for all windows versions. This is a very easy fix that anyone can do as long as you can get to your windows System 32 or Sys(wow)64 folders. I am working on trying to fix the sound and graphics errors with the Dreamcast and Gamecube emulators that come with some versions of coinops. If I find a fix I will upload it. This fix should also work if you are getting this error while trying steam games as well.
