Not necessarily agreeing with this part.
If you read the passage, 10 kings who do not yet have a kingdom = elites
Revelation can't be found in the original Hebrew (not Greek)
Might be found soon? The only other reliable source is Armenian.
SO, unless it means something else, like they do not own their chunk of real estate within the NWO, it might fit.
