Why Are There Drills, Exercises, Simulations,Tests Before Crisis?

It may be weeks, months or even years before the next crisis such as a pandemic, or setting up much of the world in all out war, but why is it-it seems that just about every time they do exercises, simulations, drills or tests, crisis just like what they thought would happen, happens? It's not because they're psychic.
