Dutsche Bank controlled DWS fined $25M for misstatements but no fines for counterfeit AMC shares?

Is it a good use of our tax dollars to go after a firm for alleged misstatements to clients but do absolutely nothing while other entities are creating billions of counterfeit AMC shares and selling them into the market to illegally manipulate the price of AMC?
