Sonni Islam has always been against killing civilians.

Religions that allow (or even encourage) the killing of civilians include: Judaism, Shiism, Catholicism (if the Pope orders it), Hinduism (the bhagavad gita says killing innocents is ok because the victims will reincarnate), even Buddhism (contrary to how Hollywood portrays them as being ultra-peaceful, Buddhists have murdered many innocent people throughout history), Communism etc.
