Looks like you need to be on Floor 76 Town or other floor fields at the right time for the NPC Help request to appear. I usually finish Floors before the in-game clock turns night tie. Though Maybe it's only for Floor 76 Town where you get the NPC Helps as that is the only reason I got Ceba's request 2x in this video?
