The report that Congressman Henry Cuellar was attacked just outside his house by three men with guns who took his car and his telephone is a reminder that Washington is no longer safe. As I wrote back in September, I think it's very important that the U.S. Congress recognize this is the American people's capital. The American people deserve to be able to come here safely.

It's clear that the city government has lost control of the city. It's clear that the crime rate is utterly, totally unacceptable. And as they did when I was speaker, the Congress, to intervene, create a control board, regain control of the Capitol, make it once again a safe place for anyone to visit from anywhere in America without fear. The fact that a congressman can be carjacked at gunpoint is a reminder that the city of Washington is currently out of control and has to be fixed.
