The usefulness of conflict for obtaining international political power.
This is incidentally a conflict of interest that all large scale organisations have. In this particular case the US, but it could apply to the EU parliament, or an influential country in South America like Brazil.
A conflict of interest is not a crime in itself.
This conflict of interest to oppose peace, is a characteristic of any country that has sufficient military or political power.
It is advantageous to create regional conflict so that an uninvolved country can hold the balance of power. Essentially causing conflict with which you are uninvolved in is a military and political force multiplier.
