Somalia Catastrophe! A famine that THEY won't call a FAMINE!

Somalian men, women and children are suffering from high levels of drought, leading to a famine of catastrophic proportions, along with high levels of violence from extremism. The IPC and other international institutions are still not declaring a famine in Somalia. The question is why??
