Too Many Dissenters In Any District Can Over Throw The Balance Of Those Who Are Consenting. Must Keep People Playing The Game, Turning The Wheels Or Else The Machine Stops. They Don't Want That. A Fine Balance Of Chaos & Order Must Be Maintained For Them To Retain Power & Position.
