What is terrorism?

The Israeli Consulate in Chengdu:

Father has an eye gouged out, mother has one breast cut off, 7 year old son has his fingers cut off, youngest daughter has her paws chopped off; pregnant woman has her stomach cut open and her fetus stabbed; a group of children are tied up and burned alive ......
If this is not terrorism, what is?

如果这不是恐怖主义，那什么是恐怖主义？
