What does legal & illegal mean! When you Will Not stop a landlord from Torturing & Stealing

Well everything he does is illegal but when he does not get into any trouble for just by-passing the law & the board forgoing their forms increasing the rent illegally , & then saying I am increasing the rent illegally & here is why you can't stop me . & then proceeds to lay out how he is breaking the law so you understand how he done it all correctly !!! It is an Illegal rent Increase but he can just do it anyway !!!!!!!
