Harry & Lee: The Plan For Disposing Of The Weatherford Items

Deputy Harry Weatherford was on the loading dock roof to retrieve a rifles and walkie-talkies which had been dropped from windows above, and his job was to hand them through the window to Lee Harvey Oswald so that Oswald could drop them down to Buell Wesley Frazier in the basement. Frazier was then to hide the items in a prepared spot underneath the front elevator. This explains Harry's climbing into the window, Truly's hollering, Oswald's being on the 2nd floor, Frazier not seeing Baker enter the building, Frazier going to the basement, and the power being shut off to the elevators.
