CAN WE MOUNT A MOTORCYCLE INSPECTION STICKER PLATE ON THE GOLDWING

My brother tries to mount a motorcycle inspection sticker plate on his 2022 Honda Goldwing, that he purchased off of Amazon. We run into difficulties with trying to take out a bolt. We have to run to Lowes to buy a tool, called a hand impact ratchet. But still have issues. Oh what is he going to do?
