Sgt. Owens Moved Out Of Oak Cliff For The Tippit Shooting

Tippit was supposedly shot in Oak Cliff. Sgt. Owens was the Oak Cliff supervisor and he was not part of the conspiracy, so the conspiracy plan called for him to be moved out of Oak Cliff so that he would not be around to mess up the shooting event on Tenth Street.
