An internal investigation found Officer Calvin McIntosh used excessive force when he shoved, punched and choked a suspend. It was his 29th reported use of force violation in his three and a half years with the Middletown Police Department. That was more than double the incidents involving all other corrections officers -- combined. McIntosh's performance evaluation, just a few weeks later, found he "needs improvement."
