On August 25, 2022, in Eau Claire, Wisconsin, an officer observed a vehicle driving without illuminated tail lights and proceeded to initiate a traffic stop. The vehicle continued for several blocks before eventually coming to a stop.

The driver, identified as Howard, got out of his vehicle when the officer was in her squad. He began running when he realized the officer was following him and quickly was able to get out of sight of the officer. When backup arrived, the officers quickly located Howard. After a short foot pursuit, Howard was tackled to the ground and arrested.

Howard was charged with OWI, 5th offense, operating with prohibited alcohol concentration, 5th offense, resisting an officer and operation without required lamps lighted. He was found guilty of OWI and sentenced to 1 year 6 months in state prison.

EMS arrived on scene shortly after to evaluate Howard's wellbeing, he stated he did not want to go to the hospital. With consent, officers searched Howard's car but found nothing illegal. He was then taken to jail where he provided a PBT that resulted in a point 1 5 1.
