Nato Ministers meeting to discus war stock armament prediction in especially Europe is just a fantasy and folly. The peace "dividend" was less expenditure on arms. This while Russia continued upkeep of military arms factories and even seeking civilian markets for it's products (bullets being sold in the US being a prime example).
