Pepper Spray is Useless and Put Dog Owners in Prison WITH TEXT

I redid this video with text because I think it helps make my run-on sentences toward the end a bit more understandable. Pepper spray tends to fail on more dangerous dogs, and may fail on less powerful dogs too. And the owners need to start going to prison for endangering people with their dogs.
