The European Union has condemned a move by OPEC and its allies to block a proposed deal at the COP28 climate summit that would have called for a phase-out of fossil fuels. The EU's climate commissioner, Frans Timmermans, said that the move was "out of whack" and that it was "time for OPEC to get on board with the rest of the world and start taking serious action on climate change."
