Only water can stop scalar waves. The w-e-a-p-o-n is used by targeting a person/entity/individual's specific frequency/vibration/signature. If you happen to be fortunate enough to know an entity with the same frequency/vibration/signature, then being in their proximity may protect you. The waves are sent out and are meant to hammer their target in a slinky effect. If you can think of a slinky, that is what a scalar wave is. The waves are sent out from (air)craft directly above.
