How is it that the Canadian Government can exempt themselves from this law?

In Canada, it is illegal to import a drug intended for human use, that has not been approved by Health Canada for human use.

How is it that the Canadian Government can exempt themselves from this law when importing millions of doses of the COVID-19 vaccine while waiting for themselves to approve the shots?
