In this video, I will educate the viewer on what is known as the Biological Simulant Program and its routine activities in biodefense, which includes open-air tests over populated areas with dubious bacteria, insects, among other things.

This program began heavily following World War II and throughout the Cold War and continues up to the present day, fully permitted by laws like "Title 50 Section 1520a," formerly "Title 50 Section 1520," which allowed testing on civilians and the population without their knowledge or consent in the interest of National Security and biodefense.

In 1996, the former law law was repealed and amended and re-written as "Title 50 Section 1520a" - needing consent to conduct experiments on civilians and populated areas, but the bill was written with clever loopholes that tricked the average person into thinking it guards them against non-consensual experiments but actually allows it under the "exceptions" section - that is, the entire law restricting non-consensual experiments can be disregarded as long as it is claimed to be "defensive" work to protect against biological warfare, among other loopholes, like, for example, as long as it was cited as benign research, which all biological warfare research is claimed to be, by proxy, as it is always hidden under the cover of benign research without exception.

These testing activities have killed American civilians in the past. In the early 1950s, a San Francisco man, Edward Nevin, 75, died as a result of the tests with the bacteria Serratia marcescens, and a large number of people became sick with unusual infections from the bacteria, causing hospitalizations and was very resistant to antibiotics and treatment.
