Why Does God Choose Some And Not Others?

The God of the bible chosed Israel to be his people in the ancient time amidst many nations surrounding them, producing prophets and kings among them, before that time God chose to accept Abel`s offering but not his brother Cain.God also chose Noah to build the Ark for Him, saving his entire family as well as all the animals living in the surface of the earth thus The God of the bible has a policy of electing people who will serve him.
