What’s that thing over the White House?

And what just happened with all the lights? House lights went off at 11pm like normal during this pResidency, but I’ve NEVER seen the light phenomena that occurred before and after-like some energy vortex opened and now it’s back to normal. (See thumbnail pic)
Tried to recreate the lights after normal ; and they stayed normal!!!
